{"id":13133,"date":"2014-12-15T13:28:21","date_gmt":"2014-12-15T12:28:21","guid":{"rendered":"http:\/\/all-digital.org\/?p=13133"},"modified":"2021-03-25T19:38:06","modified_gmt":"2021-03-25T18:38:06","slug":"digital-competence-and-employability-tes-policy-position","status":"publish","type":"post","link":"https:\/\/all-digital.org\/digital-competence-and-employability-tes-policy-position\/","title":{"rendered":"Digital competence and employability (Telecentre-Europe\u2019s policy position)"},"content":{"rendered":"<p style=\"text-align: left;\" align=\"center\"><strong><span lang=\"EN-GB\">A recognition of competences acquired through non-formal and informal learning<\/span><\/strong><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\" wp-image-13138 alignleft\" src=\"http:\/\/all-digital.org\/wp-content\/uploads\/2014\/12\/Dig-competences-and-employability_position-paper_dec2014-232x300.jpg\" alt=\"\" width=\"200\" height=\"259\" srcset=\"https:\/\/all-digital.org\/wp-content\/uploads\/2014\/12\/Dig-competences-and-employability_position-paper_dec2014-232x300.jpg 232w, https:\/\/all-digital.org\/wp-content\/uploads\/2014\/12\/Dig-competences-and-employability_position-paper_dec2014.jpg 604w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>In this policy position paper Telecentre Europe argues the need\u00a0for a common European framework (DIGCOMP) that allows a shared understanding of the meaning and implications of digital competence and that presents its components and levels of proficiency, similar to the Common Reference Framework for languages.<\/p>\n<p>Such an adoption might\u00a0ease the comparability across Europe and the alignment and harmonisation of training offers, many of which will be undertaken by non-formal and informal instances, such as telecentres and libraries.\u00a0The existing three European frameworks have been developed recently at the request of the European Commission that touch upon digital competence \u2013 the eCompetence Framework for ICT professionals; the eCompetence framework for end users; the DIGCOMP framework.<\/p>\n<p><img decoding=\"async\" class=\"size-medium wp-image-13135 alignright\" src=\"http:\/\/all-digital.org\/wp-content\/uploads\/2017\/08\/Youth-employability-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/>Telecentre Europe suggests that \u2013 in the case of non-ICT professionals \u2013 the DIGCOMP framework is used as it considers and develops the transversal component of digital competence that are necessary for a variety of job profiles. The eCF for end users can be used to complement the DIGCOMP frame as it covers some aspects of digital competence in a more granular way and allows for measurements and certifications which are already developed and adopted.
